I dont have a computer at the moment. It actually broke while moving. I am on work computer typing this lol. What I was thinking was taking the above mentioned computer and adding the other parts that I listed to it. But I am not sure that will work or if its a good idea.
This is the spec for the starting computer listed above. I am looking at upgrading the video card and powersupply and more RAM. The links to the stuff I am looking at as upgrades are in the first post.

Example : This is Father Xmas' "$725" pc parts list.
Currently on new egg, the parts add up to 680 or so.
Take out the need for a hard drive, OS, or cd-style drive, and that gets to right about 500.
Okay, saw your listing after you posted. And went and checked what you linked...
Not sure how well that RAM would play with your board, due to speeds... and I can't recall my AMD-vs-Nvida comparisons, so can't help with that.
With the PSU, you'd want to make sure it's the right style for your main board power connections. But an upgrade like that should help.
Out of curiosity, what broke on the old one?

Essentially everything. It was a plastic Case and hit the ground from the near top of the moving van.
Can't find the graph I was thinking of... but purely by release dates, your current card is about 1 year older than what you're looking at. (late 08 vs sometime 09)
One thing to help us help you with graphics - what do you want to /see/ in game with it? (Nice, Low Ultra, etc)

No they all got junked by the ex. She didnt believe I needed to keep old broken parts around. As for the graphics I just want decent. You know no stuttering. I dont need them to be amazing but Nice would be great.
I am not set on anything other than I only have about $500 to put something together.

The acer looks decent (sorry, long day and missed the link to the acer/that you were going to buy it), and the ram you are upgrading to should be fine. You might also want to see how much you can save (and if it's worth saving that to you) with another set of 2x2GB instead.
Not sure how much that video card upgrade will do you, and the PSU should be fine but not completely sure.
If no updates by others tomorrow, try posting a link to this thread in the Gameplay/Tech Issues forum - most of the hardware types hang out there and are helpful.

I wouldn't worry about more memory right now. 4GB of DDR3-1333 is plenty plus the likelihood that the BIOS is smart enough to run DDR3-1600 at 1600MHz isn't great for a name brand store PC. Better to take that money and plow it into the video card's budget.
For reference, this is the spec off of Acer site.
I'm OK with the PSU, it's standard size so you shouldn't have fit issues. The included PSU is only 300 watts with maybe half available at 12 volts.
If you up the video card budget to the $120 range or so you can get either an HD 6770 or GTS 450 which is considerably faster than that GT 240 DDR3 you listed. The AMD card is generally faster in games than the nVidia one but with the various AMD driver problems with this game (Driver 11.4 seems the most stable but your mileage may vary), I'm currently leaning toward nVidia for graphics.

The question that always should be asked first is: what will this PC be used for? Do you plan to play any games other than CoH? Do you intend to do anything CPU heavy like video transcoding?
If the PC is just for general purpose usage (internet, word processing and such) plus CoH then I'd recommend a low end Intel CPU such as the Core i3 2100 (even one of the new Pentiums should be faster than the AMD). It would be faster for gaming than the AMD (though I don't know about CoH specifically) and draw less power. (The AMD has more cores so would be useful if you intend to run anything which uses them, but per core it's slower.)
This one looks like a good choice, simply because it comes with a 480W PSU, which should be enough for immediate needs and probably future ones.
Problem is you're already spending $480 on that, which doesn't leave much for the graphics card (the most essential upgrade) if you aim at $500. Although your initial suggestion took a $500 PC as a base and added about $200 to it in upgrades, which makes your budget estimate suspect.
You can start with this as a basis if you want something cheaper. It would be slightly slower than previous choices, but should still be plenty fast for CoH. You'll still need a better PSU, but I think you could stick to the $30-$40 range (450-500W), which will leave $70-80 for the graphics card (assuming a target price of $500). You can get a Radeon 5670 for $70 ($60 after rebate) -- not optimal, but should be a good enough start. GDDR5 here trumps the memory size (only 512MB). You'd do better investing some more and getting a card in the $100-$120 range.
That's what I can suggest without knowing your intended use and real budget, and assuming you'd rather buy a pre-made PC and make as few upgrades to it as possible.
