Interface(Diamagnetic Partial Core Conversion)not working

Ditto for Diamagnetic Core Flawless Interface.
Ran into the same exact thing with my Brute (tier 3 paralytic). I had done a booster upgrade on all his generic IOs,ran a mission (+1/+8) to field-test him and not once did I see it fire.
Mine is not working either. Diamagnetic Total Radial Conversion is not and now that I re-equipped my Reactive Radial Flawless Interface, the debuff portion of it is not working either.
Reactive isn't working either. I heard from someone that all of the interface incarnate powers aren't working. I also posted about how Nerve alpha isn't working either. No word from a dev yet on any of this.

On my Katana/Regen Scrapper level 50+3
My Incarnate power interface Diamagnetic Partial Core Conversion is not working at all. I tested at the RWZ using Practice Dummies and the power analyzer.(I used nightfall and sands of Mu, to make sure to-hit debuffs monitoring was working)
The Diamagnetic PCC has a 75% chance to do a to-hit debuff and a 25% chance to do a regen debuff.
After about 10 minutes to attacking , the procs did not even go off once. I tried unequiping and reequipping , I tried zoning and logging. Nothing is working.
Update: Tested Paralytic Radial on a second character
