Sorry, I know we'd all love to help, but we need some more information.
How much memory does she have?
What type of graphics card? What are her graphics set at ?
Based only on what you've stated (very little to go on) I suspect it's a lack of memory.

I would suspect a video driver issue.

Please follow the steps in the [Guide] Asking for technical help on the forums thread that is stickied in this forum section.
It will provide most of what we would need for troubleshooting without having to play 120 questions.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

As I am not very computer savvy I will ask for help here.My wife has upgraded to Windows 7 and now when she tries to edit our base her computer freezes up and logs her out of CoH.Has anyone else had this problems with Windows 7,I have Windows XP and have no problems ,all help gratefully received.
