When you leveled up to 20 and all those contacts started spamming into your list, there was one that was a Goldbricker Boomer. He's located in the Northern part of Cap au Diable. He's the new contact. Oh, and even though it's a new contact, it's still the same mission.

If all else fails, you can unlock capes through the Paragon Market or Astral Christy in Ouroboros.

Use the Find New Contact button and olld for Mr Rodney.
It will even TP to him if you wish.
I just signed up a few days ago and created a new villain. Now I'm level 20, and am looking forward to my cape mission, hooray! Only...I can't seem to find it anywhere, and Google isn't helping.
It seems that I'm supposed to talk to either Kalinda or Matthew Burke in Mercy, but neither will give me a quest. I thought maybe I might still need to be introduced to them, but the information I'm finding about that is old and it refers me to the "Breakout" tutorial, which seems to be defunct now.
The kind folks in /help offered a few suggestions, so I've gone down the list.
I checked with an Arbitor and made sure to train up to 20, then checked if he would give me the mission.
I did my level 20 costume slot quest with the Facemaker, but she doesn't offer anything either.
I checked with Operative Kuzmin, who is the new "first contact" you get after the tutorial mission. He also has nothing to say.
I ended up tracking down every contact I had (in both my Active and Inactive tabs) in the hopes that I was missing something, but nothing there seems cape-related.
I'm not sure what else to try. Is there something big I'm missing?
