Assuming it is three-slotted for recharge with IO50s, you'd need 135% global recharge to achieve perma- Light Form without a gap. (234% recharge including enhancement values.)
Including Hasten's bonus of 70%, and that'd be 65% additional global recharge needed for perma- Light Form.
(300 / (1 base + 0.99 enhancement recharge + 1.35 global recharge) = 89.82 seconds)
Hrm, interesting. I still recommend building more than 135% global recharge, though.

I've got 152% recharge with Hasten - give me a small amount of breathing room with Lightform. I'm just about always at 85% resist even when it crashes so I don't have to panic-hurry with the heals and blues.
Also, Inner Light (old buildup) will also be Perma and it'll overlap/stack. If you have very decent recharge, you'll have moments where your damage bonus is 130%! When not stacking it will be 100% damage bonus more often, and it will always be at least 30%. That is a PB damage buff folks. (these percentages are rounded)
I think I like this change more than Lightform... No that's not true, but I do like it alot.

So I'll just mirror my Warshade build slightly. I don't need it running all the time, so somewhere around 70% additional recharge is good. Awesome 
With my heals my un-finished build is already around 20% w/o hasten so i dont have much more to go
As a side note: I'm loving inner light. It's a HUGE help along side my Musculature Alpha
