The Doctor is a MA/Regen Scrapper. The Third Doctor was an expert in at least two different forms of Venusian Martial arts, and of course, he patently regenerates.

Giving him Time Manip powwrs just because, ooh, the set's got 'time' in it is like us having a Shapechange Into Bat power and making Batman tribute toons.

except, at least in my case, I didn't make the Doctor. I made an homage. I borrow concept bits as much from Sister Pysche and Kheldians as from the Doctor Who series. The end result is in the flavor of Doctor Who, but is its own unique critter.

Oh, and though it is by no means his normal, the 11th Doctor has used a wrist time device to manipulate a string of events in recent time.

I admittedly experimented with sonic during Beta, but didn't care for it.

I actually am trying to create a Themed Super Group on Exalted of nothing but Time Lords.

I created "The Hitchhiker" who wears a Backpack that is actually his TARDIS, don't worry, it's bigger on the inside.

I was hoping more people would join me in the idea of creating other Time Lords. The only restriction I wanted to put on people was how they named their character, the rest is up for grabs as not every Time Lord is The Doctor.

I love that so many people are into the idea.

I haven't (yet?) made a tribute toon, but I know the first day I logged into the new game, I think I was standing in the tutorial with three different ones. I didn't even have to check the powers sets, the names gave them all away, such as "Dr. Gallifrey" - and at least one will be genericized at some point in the future.

And my Who fanboisim isn't affected, since the Doctor isn't actually called 'Doctor Who' (save for the credits in the non-canonical Peter Cushing movies, I believe).
And in the Christopher Eccleston season credits, unfortunately.
