You cannot enter.

Doing an arc, I have the mission "Retake Fort Darwin". The mission pointer thingie brings me to a door. I go up to the door, I click it. "You cannot enter."

I... have no clue? I don't see a way to get around that. I've looked around for other doors into the same building, and I can't find any that work.

As I got to this part of your post, the timer hit zero. And sure enough, that fixed it.

Ahh, City of Mysterious Bugs. Maybe for the Dark and Mysterious costume contest, I should go as "the CoH Code Base".

Were you in a queue for a trial, by any chance? This has blocked me from entering instances. Can log out or click a button to unqueue.

I had this same problem for one of the new ouro arcs. GM_Marlin arrived quickly and not only had to auto-complete the mission, but the next one,too.

The response times for an in-game petition is much faster than it used to be years ago. I've never waited for more than 5 minutes the few times I've used them this past year and a half.

Actually, I think this was my fault. Had it happen again... realized I was in the trial queue, which I'd forgotten about because it takes a very long time redside.
