Nothing has changed, if you outlevel an arc you can't do it.

There is an "Earn XP" option in the Menu-> Options window. If you are worried about outleveling the content, disable it at... what, 9, 14, 19 I think it is for praetoria/

If you become level 11, then you can't do any of the Moral Choice missions of Nova, and so on..

I did this for one toon and was able to run all of the arcs for his chosen side. It's a great tool if you want to do something like that.
Question I have not played in a while did they change it so you could do the praetorian quest Arcs higher then you could (for example in Nova if you got level 10 and still had a few potential arcs you could do they would not give you the arcs only way to do all 4 arcs in a zone was to freeze xp) is that still the way it is?
