Lack of documentation
those low lvl new toon IOs arent new, in fact they have existed since GR released, i dont think too many poeple had them because they were part of the gamestop promo (which i think caused a lot of poeple to start hating gamestop for that whole mess)
basically each one is like a dual DO that has a proc which stops working when you train to 21 (only the proc not the enhancement part)

For costume pieces I don't use the store, I go into the tailor (it also works when starting a new character). You can now select pieces you can buy and preview them on your character, then hit the shopping cart button when you've got your costume looking right to add all the pieces you need to purchase to your cart and checkout.

If you use a lot of pieces from the same set then there might be a bundle that's cheaper than buying pieces individually, but currently the bundles don't list what pieces they include.
Many of the items introduce just seem to lack documentation or a clear explanation. Even the Those new Combo IOs are confusing. I hesitated slotting them for a few levels trying to understand the numbers and such behind them. Then I gave up and just slotted them into my attacks.

The market is not aware if I already purchased something or already have it so its allowing me to purchase items I already have. Well at least I can select them to purchase I should say. I didn't actually buy them. But they were in my shopping cart.
