Did you switch sides at any point? The Hero and Villain arcs are separate, and if you do one, then switch, the other becomes available. If you're midway through and switch sides, the one you're working on locks out as "wrong faction", and you have to start over on your new side. This is changing in i21; they will be considered the same arc after that.

this was a situation I ended up in just after the arc went live. I was Villain and did the first two mishs then went full Hero. I went to continue the arc and found out it was "locked" to me.
However I could not just "start over" by talking to the Hero side contact. I had to switch back to full Villain to complete and then go back to Hero side. Arghhhh!
Missed this impending change but a huge handclap for it

I'd be willing to bet side-switching is exactly the culprit here. I recently noticed on one of my fully-switched toons that I had Mender Ramiel as a still-active contact even though I'd not only T3 Alpha'd the character, but also unlocked and slotted the four other Incarnate slots. So I thought, "Ooh, that's kinda weird, let's do the arc again if I can!" And indeed, I could and did. I was curious as to whether I'd receive another "free" Shard from clicking the glowie at completion, but alas, nope. Still, though, I was able to accept and complete the entire arc, and it eventually dawned on me that after unlocking Alpha in the original alignment I had switched alignments completely, so I'm thinking that was why.

I talk with my contacts every now and then, especially if they say they have something they want to talk to me about. So, with my already-incarnate 50, in between running TFs, I pop over to ouro and talk to him. He talks to me about the mysterious incarnate stuff. "Cool" I think, "he must have a new arc for me. After the Trapdoor/Honoree stuff he must be rewarding me with something better."
It turns out the incarnate arc has been reset. I remember finishing it, I remember going and getting a shivan and whatnot to cap Trapdoor and I still have the powers with charges left. Why is Ramiel giving me the arc again ? It is sort a unsettling. I don't see a way to cancel the arc other than to go through it again. Is there something I didn't do correctly the first time ? I have shards, components, slot(s) unlocked, etc..
