The beauty of WP is that all primaries go well with it.
To be as tough as you can be knockdown heavy sets like Stone Melee, War Mace, Battle Ax, and Superstrength are pretty cool - by the time the enemies stand up again you've regenerated a lot of health because or Rise to the Challenge. Stone Melee/WP is my favorite brute combination in the game... and I've pretty much tried them all to 22.
But seriously... any primary will do.
As for the second question I find it faster to level to 20 red or blue side and then switch alignments over running to 20 in Praetoria.
Weight training: Because you'll never hear someone lament "If only I were weaker, I could have saved them."
Personally, I say go Claws/WP.
Claws gets it's first AoE at lvl 6 to help lvl faster, and claws tends to be a little lighter on your end bar.
Willpower has more passive regen than Regen does. Who thought that was a good idea?
Can we get a fix for Energy Melee instead of more new sets?
Any primary is good but claws is definitely very fun. As for whether you should go red or yellow to start off, if you're not waiting until i21 to make the character that's a no-brainer. Start in Praetoria for sure. The villain lowbie content isn't as outdated as the hero lowbie content, but Praetoria makes both of the older sides look terrible, frankly. It's the difference between playing a modern, well written RPG for the first twenty levels or grinding through a bunch of painful kill alls.

I can attest to stone melee/wp being a great combo. Love the pure smashness of stone 
Claws is a fun and fast attacking set. The AoE has a shorter range, but in a fight, that doesn't really matter too much imho.
Any primary will work out with /WP. Just figure out the type of brute you want him to be and go with the primary that fits your concept
I would start in Praetoria if you are planning to go hero with that brute. There are some fun missions over on yellow side. Team up as much as possible 
Don't forget to slot some endo in your attacks and shields. Go more for accuracy and endurnace reductioin(Endo) to start in your attacks. Fury, your teammates, and red inspirations will help you with your damage output.

The differences between really good and even better will be kind of small when it comes to pairing with WP. Unless you have some more specific goal.
I have a Budget of approx. 35 mil. I am thinking of making a */Willpower And start off with just SOs. I am a new player and this toon will be my first Brute.
What is a good primary for WP? And also, this toon will be a hero, should I start in Rogue or Praetoria? Any advice would be greatly appreciated.
