SS/ElecA S/L/E/N Softcappped build... need help
I wouldn't bother wasting the slots it takes to get as much E/N as you have. You have 90% resist to energy damage. There isn't an appreciable amount of negative energy in the late game to worry about capping your def against it.
You are going to need to spam powersink every time it is up as your end recovery is only 1.55 eps net gain averaging in the +end proc that mids doesn't account for and that is with cardiac I see. Nothing really wrong with having to spam powersink since it is actually one of your key mitigation powers but I like to have at least 2eps net gain.
Edit: noticed I didn't have energize toggled on when I looked at your build. That will cover the end issues for the most part.

If you really want to hit the s/l mark too I'd get rid of the blessing of the zephyrs and put them in taunt. Fill out taunt and take perfect zinger.

Haven't checked the build because what you're aiming for is very clear and it's up to you by what means you get to it. I'd say S/L softcapped and 32.5% def to Nrg/Neg is better idea than softcapped to all 4 since you're just 1 small purple insp away from softcapping those too, however, I personally wouldn't bother with Nrg/Neg def, my DM/Elec Brute is just softcapped to S/L and he does fine.
Obviously, you're including the Nrg def because it's tied to Neg def which is one the ELA's weak points. The 90% Nrg resistance makes Nrg def kinda useless, however, S/L softcap will sort out most of the Negative dmg too on mixed dmg attacks and for pure Negative dmg, SS/Elec has good mitigation tools such as Foot Stomp, Energize and Power Sink, so, as I said, I'd just go for the S/L softcap and wouldn't bother about Energy/Negative def.-
Okay, just thought the "haven't checked your build" part might come accross as rude (not intended in the slightest and English is not my native language either). This is how I'd build a SS/Elec Brute trying to be as close as possible to your build, as I said, just softcapped to S/L, no probs with that on my DM/Elec so can't see any problems either with SS/Elec. I've changed char and got ring of fire instead as a set mule and changed Cardiac Alpha for SPiritual since, despite having a high end usage, Power Sink and Energize should sort that out nicely:
