Badge Question - Praetorian "Moral High Ground" badge
Leaving Praetoria counts as your 5th choice.

I was wondering if that was the case! So, since you choose either Hero or Villian, is there a connection between Resistance/Loyalist and Hero/Villian in this choice, or does it not matter? Thank you!!!!! :-)

Ok, how do you actually get this badge? ParagonWiki says "Choose Loyalist or Resistance morality five times". I've played through the Praetoria arcs on my Resistance character...all of them, and am at level 19.7. I have chosen Resistance in every moral situation. As I think through things, you choose once at the beginning, and once in each zone. That's four times, not five. Do you make a fifth choice anytime? Do I have to turn off XP and try to run another Resistance arc before outleveling everything?

Have you actually finished the last mission and zoned to Paragon City? Because if I remember correctly, the final decision (hero/villain) counts as #5.

PS: See my second question above. Does picking Hero or Villian when you leave Prae have a specific relationship to Resistance or Loyalist? I would hate to pick Hero and it not count as my fifth Resistance pick. Thanks again!

IIRC, You have 13 oportunities to select Loyalist/Resistance.
First is at character creation/tutorial.
Then each of the three city zones(Nova Preatoria, Imperial City, Neutropolis) has four morality arcs. One each for Warden, Crusader, Power, and Responsibility.
So, in order to gain the Moral High Ground, you will have to do at least one arc from at least one of the other Preatorian "Alignments"

There are more than 5 options presented to you, provided you run both Storylines for your chosen side, and the undercover Storyline for your non-chosen side.
For example, as a member of the Resistance, run both the Warden and the Crusader storylines, and also run the Responsibility Storyline for Loyalists.
Even though Calvin Scott tells you to talk to either Robert Flores or Ricochet, you can actually choose both. Pick one, talk to them, then call Calvin Scott, and he'll offer you the other contact. Then, in Nova Praetoria, go talk to Chief Interrogator Washington, and you can run his arcs, too.
Dr. Arvin, Seer 1381, and Dark Watcher will each give you a Moral Choice for the Warden Storyline. Jack Hammer and Wardog will both give you a Moral Choice for the Crusader Storline. Finally, Celopatra, Chance McKnight, and Anti-Matter will each give you a Moral Choice for the Responsibility Storyline. That's a total of 8 Moral Choices, plus your 1st if you do the Tutorial, and your 10th and final Moral Choice when you leave Praetoria.

Note that choosing Resistance or Loyalist in the tutorial does not count towards Moral High Ground. If you stick with (for example) only Crusader arcs, then that's three morality choices right there, plus one for choosing Hero or Villain, and then you're out. If you want the badge, you must do at least one arc for a faction other than the one you're usually doing (eg all the Crusaders and a Warden, all the Responsibility and a Warden, stuff like that). The choice when you go to Primal Earth then counts as the fifth choice, and you get your badge.

But then there's a wibbly-wobbly thing where Resistance Crusaders are Villains (storywise) and Loyalist Responsibility are Heroes (storywise), and even then it all comes down to how you roleplay your character, if at all. But the game engine seems to view Resistance as Heroes, Loyalists as Villains (the same way Vigilantes are Heroes and Rogues are Villains).
