Double accuracy rolls to hit?

If you are looking at the combat window i think i know what you are looking at.
When use a power that isnt autohit it shows you the tohit chance (In your case it was 95%) then there is a second number, your tohit ROLL which is think is likely 0.00-99.99 or so, i think.
If the tohit ROLL is lower than your tohit CHANCE you hit.
So thats why a 95% chance will hit 95% of the time, since 95% of the possible rolls are smaller. While a 5% will only hit 5% of the time since only 5% of the rolls are smaller. Since your roll was 14% and your chance was 95% you hit your target.

The % chance to hit and the roll to hit...both occurred twice. One at 14 % and one at 95%.
It would distinctly show the success and or failure for both rolls.
Also the power I am using is Electrifying Fences from Mu Masters. It does NOT have a proc...so thats not the answer (great idea though).
Its six slotted with a full set of Enfeeble Oeration. Its accuracy is 95% and some change and with the alpha slotted is 114%.
So I am seeing one attact at 14% chance and a second at 95%. (assuming the 5% chance to miss comes off the first 100%)

Edit: Red Tomax has it listed as having a ~20% chance to do -recovery on the foe, so maybe that's the smaller chance to hit.

At this point, like gameboy said, we would need the EXACT text.
As far as i know secondary affects and proc dont show up in tohit, as they dont use that mechanic to determine if they hit or not. (other than than the fact that the power needs to hit of course)

Unfortunately, the combat tab doesn't tell you what it is rolling for, the first to hit roll would be for the attack, and if it hits, then a second roll for the secondary effect.

Was on my Bots/FF MM the other day and was seeing or more importantly not seeing the immobilize animations around targets feet. (trying to mitigate KB).

So got the "feeling" I was missing alot.
Change my combat tab to record the roll to hit. And removed other stuff for ease of reading the report. Set my difficulty to even times 1 and started testing.
I have the tier 4 nerve 45% Accuracy with 20% defense slotted in my alpha. FF boost being the reason.
Which gives the aoe immobilize 214% accuracy even with the penalty most aoe's get.
What I was seeing in to hit rolls was two rolls on each target. One for like 14% and one for 95%. Said to myself "WTF?"
My questions are as follows:
Is this normal game mechanic for very high accuracy?
What happens if both hit? Attack happens twice?
What happens if one hits and the other misses? Does the hit override the miss? Does the order in which they happen count?
If the miss was second does it override the initial hit?
I don't have hero stats so it rather hard to analyse whats actually happening here...any one of the "experts" actually have an idea?
