Your VIP status is reliant solely on you having a paid subscription.
As for the other, click on "Beta test," not "VIP beta test." (At least that's when I see it. Yes, I know, "VIP beta test" makes sense.)

The server's restrictions have nothing at all to do with the content in I21.

also at no time did i say anything about a patch...this patch/last patch or any other patch..this has been going on for a month now.
ive sent zwillnger or whatever his name is a private message and gotten nothing back from him..is there a community rep that will respond to actual issues?

When you click the Beta servers and it says you do not have access, this is a restriction placed on the server itself; they can put a measure in effect that will display that message and reject any user that meets the criteria of the access control.
Say your account is labeled "Customer". Paragon can set up their server access control to say "Do not allow Customer accounts." Whenever a Customer account clicks the server, it will say "Sorry, you don't have access!"
This has nothing to do with the live servers or the content of Issue 21. If Issue 21 went live tomorrow, or even today, the server lockout wouldn't be a problem since the live servers have no access control.
Another example of this is the time shortly following a major patch; if you're early enough, clicking on a recently-rebooted server will result in "The account (account name) is restricted from accessing this server as it is currently only available to developers for internal testing purposes."
So the problem is with the server and your account, which is something support SHOULD be helping with, yes. However, this has nothing to do with I21 and won't make any impact when it goes live since the conflicts causing it technically don't exist on the live servers.

ok so isnt there a vip server going in with restrictions?...what happens if that follows me live and now im banned from it cause the same issue from the beta follows to that server?
if im restricted to a open beta whats gonna happen to an actual live restricted server?

In the case of the beta server:
The auth list (the list that tells us that you have an active subscription to the server) is not the same as the live auth list. Because we had to basically "clone" the database, we took a stamp from early July. Because of this, anyone who wasn't subbed on the date that we copied from does not have immediate access to the Beta server.
If I haven't responded to you personally yet, it's because I'm currently sitting on hundreds of PM's in my in box that I'm still sorting through. I was OOO for several days gone at PAX and have been in almost non-stop meetings since I got back. I almost always reply to PM's in some shape or form, within reason of course, so if I haven't responded to you it's because I haven't read it yet.
As previously stated, send a PM to a member of the Community Team *and* file a Customer Support ticket. The latter is the most important part as they forward these along for access on a daily basis, as opposed to me doing it as I have time to.

To follow up on what Zwaggenborkenhazelnut posted above, he's always responded to my PM's. Even though I refuse to spell his name correctly and even when it's nothing to do with the game (those generally take longer due to low priority).
It's not always immediately since he's got PM's coming in faster than he can deal with them, he's in and out of meetings, UStream chats, convention planning, convention attending, convention panels, Meet N Greet's after or before the panels, specific testing on the Test servers, testing on the Beta servers, having a real life and a family, having to respond to questions from co-workers, having to wait for answers from co-workers, having to wait for answers from Austin, having to respond to questions from Austin ..... *take a deep breath* ..... and somehow find time to communicate with us on the forums, Facebook, Twitter, possibly LiveJournal (is that still going?) or other things I haven't thought of.
Yeah, I'd be blowing up at people on a regular basis if I had his job. That's likely why I don't have that type of job. Well, that and no one would want me enforcing forum rules, including me.

If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

i have done both...you got a message 7 days ago from me.. and im currently on ticket #2 with support as they arent answering my 1st ticket anymore it seems.

Is the "Beta Server VIP Test" server supposed to be accessible to subscribers right now?
Yeah, make sure you're trying to get into "Beta Server" (the currently active beta server), not "Beta Server VIP Test" (not available for actual testing).
Previously (before they implemented the freebie accounts and took away Street Justice) we were testing on "Beta Server 01" which is now also inaccessible.
