Physical Perfection

Just stumbled upon PP when my MA/Inv scrapper turned 41; was having end issues and thought this would be part solution. Looking at other posts' guides and builds, most use it to frankenslot Heal and Endmod IO sets.

I was thinking two common Recred IOs would be the simplest since it's got such a long cooldown. Am I missing something here?

Sounds like you're confused between Physical Perfection and Conserve Power.

Physical Perfection is an autopower, and as such won't even accept recharge reductions. Conserve Power only gives you an endurance discount, which you can't slot for, so all it will accept is recharge reductions.

A lot of people use Physical Perfection for someplace to put the Heal set uniques (Numina's, Miracle, Regenerative Tissue), or a Performance Shifter Chance for +End.

In my builds, I use Physical Perfection exactly how ClawsandEffect described. I put the three Regen and Recovery uniques, and a Performance Shifter: Chance of +End in it.

I just slot the PS +End proc in it. Maybe a couple Numina's if I'm heavily building for regen.

The other procs(Numina's, Regen Tissue, Miracle)should all go into Health, as it's available whenever you exemp down unlike PP.

Depends on whether you plan on ever exemping the character in question though.

The ones I have set up with the uniques in PP I almost never exemp with.

In a vacuum, there's no point to slot those three uniques in PP rather than Health. Health is available to every character, requires at most 3 slots for optimal enhancement value, leaving 3 slots open for Numina, Miracle, Regen Tissue.

You just lose a bit of power while exemplaring, and gain absolutely nothing. It's doing things inefficiently for the sake of being different.

Now, there are builds for which it can make sense if specific set bonuses are pursued, i.e. going with more than 3 slots in Health.

I guess I don't understand this sentence. As I understand it, the Numina's, Regen Tissue, and Miracle uniques do not enhance the power itself at all, but provide a set bonus of +x% regen and/or end.

As a set bonus, it's available up to 3 levels below the IO level, even if the power itself is unavailable because you exemplared. So a level 15 Regen Tissue in Physical Perfection would grant you its fixed +25% regen even when exemplared down to level 12, despite Phys Perf being a level 44 power. So there's no incentive to put them into health just for the purpose of exemplaring, although having them in the form of lower-level IOs is better for exemplaring.

I'm not sure how it works for set bonuses, but the IO's in this case are procs. Procs can't work if the power isn't active.

The Regen Tissue unique, like the Numina's and Miracle uniques, is considered a Proc 120s, not a Global IO. This means that the power it's slotted in has to be available for the Proc to fire, but the actual level of the IO doesn't matter. People are suggesting putting the uniques into Health because the power will remain active even if you exemp all the way down to level 1 (assuming you have inherent Fitness, which is granted at level 2). Slotting a Proc 120s into a late-game power like Physical Perfection, on the other hand, will only allow the Proc to be active for a few levels.

Global IOs, such as the LotG 7.5% recharge, do work the way you were describing; it's the level of the IO that matters, not whether the power is active. You can consult ParagonWiki's Table of Special IOs to figure out which IOs belong to which category.
