Good idea, bad idea? Someone told me it doesn't proc from the chains, only the original, and/or that it may actually proc for the enemies chained from. (Not that +rchg is an issue; as an elec/ troller, I can usually assume that every power my enemies have is recharged...). On the other hand, boy, do I have a lot of stuff that needs +rchg, and boy, do I use jolting chain a lot.

Anything that chains uses a pseudopet to create the jumps. Since the proc fires on the caster, and you are only the caster for the primary hit (The pseudopet is the caster for the rest), if the proc triggers off the jumps, it will buff the pet, not you.

And since the pseudopet only casts once, and all pets are immune to recharge buffs, there's no benefit at all should it fire on one of the jumps.

Drat. So it's 10% per cast, not 10% per target.

I know there are Sound Technical Reasons for all this stuff, but it seems to me like the game, and IO system in particular, would be HUGELY improved if pseudopets could pass procs back to casters, etc.

The Sound Technical Reason is very simple: the game can't tell the difference between a pet and a pseudopet, and passing procs back to the caster from a pet would be a bad thing.
