i think just giving lusca extra merits is enough to suffice, you get 2 merits for a GM, for lusca you have to kill at minimum 7 GMs worth and to make up for it not being too hard just make it an even number like 8-10 merits

I think what was being said about Independence Port, it's so freaking huge, people don't like just zipping around it. I don't even know if its the target of Rikti raids or zombies.

I'm pretty sure no one would try to deal with the Apocalypse event banners, if they even happen there, since the timer would probably run out just flying from one banner to the other.
All of the above do happen in IP. I have been in zone for each of them in the last few weeks. Only once did an impromptu team happen to beat on zombies. The other stuff was ignored.
