Set the launcher so it closes when you launch the game; launch the game. Alt-tab back to your desktop and start another copy of the launcher, then launch the game again.

That worked for me last night, for values of "worked" that involve crap framerates. That's more down to my antique video card than anything else, though.

Open Launcher.
File.
Settings.
Advanced tab.
Put a check in Allow multiple instances of a game to be launched
OK
Launch game.
Go back to Desktop.
Launch another instance of game.

If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

Right-click the entry for the game.
Properties.
On the Extra Command Line Parameters (Advanced) line enter the following:

maxinactivefps 5

OK
Launch Game
Go to Desktop
Launch another instance of Game.

This will drop the fps of whichever instance of the game doesn't have focus at the moment (the inactive version).
