purple ios are unique you can only have 1 of each per build as for what place is better compare which ever power recharges faster with which ever power hits the most targets and figure out which would benefit you most with the proc

As mentioned above, your proc is Unique, you can't slot a second, should you get one.
There is no limit to how often the proc can fire (in a click power. In a toggle, like a damage aura, for those who have one there's a 10 second suppression on the proc firing), so you'll want it in whichever power hits the most enemies per minute.
If, for some odd reason, you always used Shield Charge, then FSC, then finished things off with single target attacks, then you'd want to put the proc in Shield Charge s it's wider, so it hits more targets per activation.
If you use both powers as often as you can, FSC is going to be used far more often than SC. Because of that, even though it hits less enemies per activation, it will hit far more than SC over the same time span. And since proc damage is the same whether you put it in a power that has a base damage of 1 or a base of 1000, the fastest power is hands down your best choice.

As other's have said, you want this in FSC.
I recently got a Purple drop that contained the +fire proc at 33% rate. I'm a fire/shield brute. I want to know what would be a better place to put the proc (and the whole set once I get them) as a #1 priority: Fire Sword Circle or Shield Charge?
Second question, if I got a second version somehow... could I use both procs one after another (FSC + SC) or are procs on a timer and I need to wait in order for both to proc?
