HP cap a /Ninjitsu and you be golden. WP is mostly good because you can HP cap with 2 generic Heal IOs, and regen is good because it has 2 heals.
I have a /Nin it really isnt "golden" unless you have the infamy/influence for it, id rate it like this 1.Willpower 2.Regen 3.Electric 4.Nin
Regen > WP
WP > Regen
Ninjitsu is very strong if you have the Inf to HP cap it. Regen is also very strong if you can HP cap it. Which is actually better? Probably regen for the double heal. The most important thing about a stalker secondary is getting back into hide after you attack. Ninjitsu's defense is very good for not getting hit when out if hide. With Retsu, you can get over 40 defense with DR. However, Regen's MoG is also good for that since you don't need more than 15 seconds to get back into hide unless they are rocking some serious tohit buffs.
oh and, regen > wp if cost is not an issue.

I don't think regen is that great for Stalkers. You should be able to HP cap any Stalker fairly easily, so it turns DP into just a long recharging heal, plus MoG doesn't have psi protection.
Ninjitsu can be pretty tough if you HP cap it and get ranged defense, however it's very slot hungry since you also need to build for kb protection. Also, you can stack Kuji-In Rin for some nice psi res. Although in a team based setting, it's pretty hard to die as a Stalker regardless of the secondary.
