Go to another of your characters enter the following:
/chatsave
Go back to the character with the messed up chat and enter the following:
/chatload

You can also go into the menu and do it from there Menu > Options: General tab. At the bottom of the list is a section "Chat Settings File" with the buttons to load and save chat settings.

It's possible to gram something on the Chat window and drag that divider back up to the center of the Chat window. Try grabing the bar just above the box where you enter chat text, and the one on the top of the frame just under the LFG, Team, etc. menu.
It's pretty random and I have to kind of randomly click and drag when it happens to me. If that doesn't work, the methods above sound a bit slower, but more sure.
It is only slower the first time, after that, all you need to do to restore is to type:
/chatload

And, of course, if you just want to make the divider really quickly, all you need do is right-click on a tab and choose "send to bottom", and that will immediately divide the window into two sections again.
