Character Concepts you always thought of and never used. (Or alts you've deleted or shelved)
I have a character, Gleaming Bolt, that I've reincarnated a million times. I love the concept, but damn no one wants to team with an NRG blaster lol Currently, he's shelved, but would definitely come out of his semi-retirement if the opportunity arose.
Ice/Ice Blaster. Dedication to concept is an ugly thing.
Claws/WP Brute. Sex without the angst.
Every CoX character lies somewhere on this spectrum.
The Inventor - I have tried to make him several times only to delete him. He is a hero or Rogue that is a mechanical genius and builds all the tools he uses to fight injustice. Little bit of a Forge homage.

I am a better writer, than I am a player, and as such I could fill this thread with great ideas that I could never implement into the game. For me, I always seem to play a Tanker/Brute in every game I play.
The one character I will share with you that has been (and still is) a tremendous struggle to play is my character Hypermind.
Hypermind is the daughter of my main character, Dinah Might. I thought, what would be a great contrast to my current character, would be that Hypermind was a more "mental" character, then physical. This would create a conflict in their relationship that would be great to work with.
However, as I normally play "superman" type characters, I like to rush in and "bash and smash". Holds, slows, and other support type powers are not for me.
I have a number of characters that have been shelved due to inactivity but the first one that came to mind is a concept character from Janny Wurts' "Curse of the Mistwraith" books. Anyone out there read these books?
Anyway, I created Arithon s'Falen as a dark/sonic defender and again as a sonic/dark corruptor. They are both dying for my attention but they are on low pop servers. I also need to respec them into inherent fitness. They are both end hogs, as I recall.
The other one is Tchaka Zulu, a Shield/War mace brute using the tribal shield and bone as a club. He was a beast when I played him, got him to 32 then lost interest. He also needs an inherent fitness respec.
I have others, but those are the main ones I can think of.
Ghost in the Grass: A claws/SR Stalker who is a cat-like mutant from the plains of Africa. Hoping to finally play him on a blue-side static team when I21 launches.

I've got two.
Lux Machina: A natural kheldian that was nearing the end of its lifespan and had no host available to him. In a desperate action, he merged with a primarily fiber optic computer, hoping to survive within the machine. It worked, and a humanoid robotic system was then built around this computer. It was great to be able to RP a Kheldian that wasn't a merged personality, but the static team he was designed for fell apart. Also, concept dictated he be a human form peacebringer, which put him at a sad disadvantage.
Abrakaboom: This concept of mine has been reworked so many times its not even funny. The personality hasn't ever changed, but the powersets and AT has. The personality is that of a super egotistical, however inept, stage magician. It started as an illusion/rad controller; illusion for obvious reasons and rad because it seemed to clash less than anything else. That wasn't inept enough, though, so then he became a fire/elec blaster to be even more flashy but fragile. Tragically, when inept meant either dying or near so every other spawn, it lost its fun.
Then, Demon Summoning came out and I was happy. The story became that he accidentally summoned demons during one of his shows while trying a complex "trick" he found in an old book. The problem was that I didn't like any of the secondaries because I wanted to keep him as powerless as possible. With i21, Sonic proliferation is exactly what I need to reboot the concept. He will have woven speakers into his suit jacket so that he can perform anywhere, and the demon summoning accident will still occur.

The Ace of Swords.
All of my characters end up being Pulp or Golden Age. A world-class athlete and swordsman, Fletcher Carlisle was one on the initial crop of heroes inspired by Statesman.
I love the name, concept and costume.
He's been a Tanker, a Scrapper, a Stalker and a Brute each multiple times. Dual Blades/something. I just can't seem to find the right AT for him.
About the only poor orphan I have still sitting and waiting to be picked back up again is Mr. Mechanonymous. SS/Invun brute and clockwork PI whose first memory is waking up in a library full of old pulp detective novels with a dead woman on the floor. While I still have the mental image of a brass giant in a fedora and trenchcoat in my head, the actual personality just hasn't grown yet.

Some alt ideas I haven't used or keep rerolling include:
A suicidal dude whose super power is complete invulnerability.
An evil counterpart for Encharger with slow powers.
A dude who gained Superman-ish powers from a thingy, that also gave him a split personality, one using his powers to be a hero, the other a villain. They were arch enemies who didn't know they were the same person despite having the same name...
The ten or twelve alts I have made, but never play for some reason. I guess they suck or something.
Oh yeah, there was also the crazy Peacebringer guy who thought his Kheldian was an angel and he was now God's will on Earth, but it seemed kinda iffy...
There was the homeless guy with radiation powers as being stink powers.
The Clockwork Mastermind who thought he was a British lord and had a curly mustache.
A chaste succubus...
The guy whose only super power was his thoughts involuntarily appearing over his head as "speech bubbles".
Other things I considered: Angel, specifically the Grigori, or Watchers, the caste of angels that were cast out of heaven, not for rebelling against God with Lucifer, but for rebelling against God in favor of Mortals.
The reasons I never actually managed this were twofold.
One: Couldn't come up with appropriate powersets, because it's kind of a bunch of powers in one. Made a few token efforts, but meh. All fell flat.
Two: Frankly, fallen angels have a reputation for being broody, emo, and byronic, and I already get enough of that with my main, thanks.

Miss Thunderstrike: SS/SD brute and my homage to Mary Marvel. I tried pushing her through Praetoria a couple times, but once my SS/Inv brute and BS/SD scrap started rolling I shelved and eventually deleted her out of not wanting to double-up on powers. I really want to have my homage at some point, just not too enthused about doing her up proper as an Inv/SS when I have my broot.
Opposite Force: Inv/SS tank and Primal Earth countepart to my Praetorian Kin/SR scrap, Officer Newton. She was a mutant child of Crey employees, so of course they fast tracked her right into the company. Deleted her once my SS/Inv got rolling and I realized trying to use the Infiltrator look with the mini-miniskirt was setting off my bad taste sensors. I really dug the name, though, so I blew $10 to use it on the scrap.
Sewer Avenger: SD/WM tank, sanitation worker who turned into a hooded toxic avenger type after a few too many dunks in the Atlas Park sewers. Seriously, can you imgaine what gets dumped down there? Deleted after a couple levels, wasn't too impressed with concept or costume even if it sounded nifty.
Operative Gunny: SOLDIER OF ARACHNOS, JACKWAGON! May bring him back at some point, as I hear Banes are really nifty.
Raizo Tanaka: Thugs/Poison MM, currently on hiatus as I never got his concept beyond 'slick-looking Yakuza'. Hesitant to nuke him as he's holding on to a couple anniversary badges.
Balladeer: Dark/Dark scrapper and country music singer who hit all the wrong chords, thus summong dark necrotic powers. He's also currently on hiatus until I wrap my mind around rolling with a Dark/Dark, and pick up a couple Toby Keith albums.

I have 2,000 costume files saved in my costume folder to represent the many many characters waiting within the stables of my mind...

The hero named after my original global, and my very first. Suppose to have electric and fire powers but I can never find a good set. Whether it be Blaster, Dominator, Brute, etc. Not giving his name out beccause I may use him.
I don't play that many alts. However, the many concepts and ideas I come up with end up getting turned into AE characters for story arcs and AE missions for my SG. AE's a pretty good outlet for that kind of stuff without having to actually play the character yourself.

The number is legion. I don't play characters with less than two paragraphs bio (usually 800 to max characters is more common) and I've deleted dozens of characters ranging from level 2 to 38.
Stand outs include
Singularita - grav/kin controller. A 'magic girl' type who considered hero work a lot of fun and games... until the Banished Pantheon sacrificed her best friend. Deleted because after 33 levels the grav sound effects finally got to me.
Hugh Manatee - an ocean dwelling mammal-man mutant, come to Paragon to explore the world above and do some good. Deleted for being a man-imal.
Phantom Porcupine - A delusional 'martin stu' (in his own mind) spines/sr scrapper. Really fun to play, especially faceplanted in a mission. Deleted for getting powerful enough to live up to his boasts.
Smartlink - A Shadowrun Street Samurai inspired character design who has been every AT possible that features AR or DP, as well as a Thugs and Mercs MM. Just haven't found one that wowed me enough to want to put the effort in (traps is closest, but I have a bots/traps at 50 and don't like the set enough to level another).
Victoria Strange - A Cthululian horror inspired tentacle monster in a womans body. Used flesh colored plant control for the effects. Deleted because some guy fell in love with 'her' at the D, and I felt bad for him.
Weight training: Because you'll never hear someone lament "If only I were weaker, I could have saved them."
I have Vial, a scientist who was so obsessed with living beyond his years that he created a process to convert an entire human being into a hyper-resilient 'super cell' microbe colony. Only problems being its shapeless without a shell to contain it and its resilience comes at the cost of voracious appetites for organic compounds. His 'power' was basically just opening valves on the respirator of the suit and spraying things down with himself, which would eat whatever they came into contact with.
Quite hard to RP though, since the character had a significant squick factor.
I had Sai Guy, a redneck who collected a trailer-full of martial arts and hunting magazines. After reading one too many of these, he decided to become a natural dual blade hero. His costume was a combination of ninja and deer hunter, with woodsy camouflage and a hunter orange ninja mask. It was hilarious fun, but I couldn't think of what to do with his other four costumes.
hmm, maybe I'll rebuild him anyway.
Sadly, I've got pictures. Although now that we can copy/paste text, and save costume files, rolling a character for the eleventieth time isn't so bad.

Baron Von Victoria: Magician who uses illusions and magnets to defy gravity and astound his foes. Deleted. Ill/Grav Controller.
Rage of Calypso: Petty thief who gained (some) control over storms. Storm/Ice Defender. (Shelved)
Teen Hawk: Want-to-be Captain America fanboy, who was beaten by thugs after preventing a womans molestation. Body was discovered by wandering Crey and was spliced with Hawk DNA. Archery/Trick Blaster. (Shelved.)
Speeding Wasp: Russian infiltrator who discovered a suit that could be used to run at super-sonic speeds. Claws/SR Scrapper. (Deleted)
