Fire/Energy: S/L/R Capped; Thoughts?

Hey all.

I've attempted some Blasters in the past, but usually ended up getting discouraged (usually in the 30s). However, I've got a character whom I really like, so I was hoping to kit him out. My first thought was to just shoot for S/L/E, but then I figured I could also hit the Range cap with some reslotting. Hitting these caps is pretty much dependent on Power Boost, but it's on a ~3 second cooldown (including the cast time), so I figure that's not so bad.

I'd like to get some more experienced Blaster eyes on it, but the one specific question I have is; what mezzes would still punch through an S/L/E capped build? If I recall correctly, the "pink" mez types are non-positional, so would ignore a character's Range cap anyway.

EDIT: Oh, I should mention there's some funky stuff in there, just because I needed some filler powers that worked with the base slot. Group Fly is a placeholder for, uh, something.

Power boost doesn't work with +Def from toggles, despite what Mids' tells you. I strongly suspect it's impractical to get softcapped S/L/R on most squishies, unless they already come with +Def out of the box e.g. Shadowfall, or have extremely efficient powersets e.g. Rad emission - but I'd love to be proven wrong on this.

I'll need to be in the game to check what mezzes will punch through S/L def. But there are quite a lot of AoE mezzes in the 40+ game - malta grenades and titan missiles, warwalker death explosions, nictus crystal explosions, CoT death mages, etc.

That will be very disappointing if true; I've no reason to disbelieve you, it's just that I was given conflicting info last week (over here).

EDIT: Or are PBU and Power Boost that different from one another?

Looking carefully at the video in that post's signature, PBU actually does buff his defense while it lasts. So consider me proven wrong.

"Pink" psychic attacks such as Carnival Ring Mistresses use, work against Ranged Defence. (These are Defender/Blaster Psychic Blast powers)

"Non-pink" psychic attacks as used by Illusionists, Rikti and Tsoo Ink Men work only against Psychic defence. (These are Controller Mind Control or Illusion)

You can get the Elusive Mind accolade and the Vanguard Psionic Shield (craftable from Vanguard Merits) to help out against these attacks, eg facing a Master Illusionist solo.

Regarding PBU it only last seconds, which you can see in the video as it is related to defenses.

As for Range and S/L cap, I think its over kill. I think hover blasting with range cap is more then enough. I solo with AR Device on 4/8 setting against many mobs and of course tough mobs like anyone else it becomes an issue and 3/8 works much smoother. Even against mobs that mezz me simply because my opener attacks usually kill off many of the lower minions in the group, if I have to fight one or 2 mobs through a mezz I'm not sweating it as I can still fire off my 2 lower level attacks against them. Further like anyone else my main target is going to be the boss anyways as I let the AOE's kill off the minions.

As for the build unless I am doing something wrong. Compare this build with yours and notice the differences. All I did was swap out AR for Fire and I didn't even slot several powers or fix the build. End result beyond recharge I have higher numbers with zero purple IOs. So personally I think your going overboard with the purple IOs and need to rethink your build. Your spending BILLIONS for something I am just about doing for maybe 500 million ? Again I could be missing something or something might not be checked off in MIDS. I just worked 17 hours so I'm a bit punchy.

Well, the biggest issue is, I don't want to be a Hover Blaster; I like punch-y animations, and from a performance standpoint, Energy Punch and Bonesmasher are the second and third best attacks in the set combo. The purples are there for recharge, accuracy, and end recovery, and really, purple prices aren't really an issue (I mostly do Tips, Flashbacks, and TFs, and roll those Merits into AMerits, then market the resulting IOs).

Specific to the build you posted; it's getting 17.97% Ranged Defense from IO sets in powers from Devices. The only Range-providing sets in there that a Fire/Energy could slot are Gaussain's and Stupefy. I'm also not sure what you mean by better numbers; it's got a higher rate of End burn, fewer HPs (though only by 14 or so), damage is about the same across the board, accuracy is quite a bit higher, but unnecessarily so (ie, past the accuracy vs. +4s cap)...just not sure what you meant by better numbers.

I took a closer look at that video, and it does seem that the Def boost from PBU isn't lasting as long as I thought it was; I assumed that it would last the entire 15 seconds of the power's duration, but it looks like it's closer to 7.5 seconds.
