Beating the hell out of the Surfer because Tony, Reed, Dr. Strange, and Black Bolt are jerks isn't justified. And the Surfer didn't say a word about it afterwards, and still called him friend. That made it seem even worse.
Dr. Strange, Namor, Silver Surfer, and the Hulk are the original Defenders and have worked together many times. So the Surfer attacking the Hulk, regardless of the control disc, would tick Hulk off and make Hulk feel like another "friend" has betrayed him.

The Hulk we see in Planet Hulk doesn't act that simple-minded, is what I'm saying.

Yes but that Hulk has all the memories of the past including his time as a Defender, so the Surfer attacking him would feel like another friend betraying him.

For the animated movie, Beta Ray Bill makes reference to how Asgard's halls echo with tales of his rage (Hulk vs THOR), so Hulk might see this as a supposed friend from Asgard out to kill him, hence a betrayal.

Or Hulk was just getting caught up in battle rage.

We're just going to have to disagree on this. Everything you say makes sense if this was Savage Hulk, who is simple minded and acts almost entirely on emotion. This Hulk doesn't display that anywhere else in the book. I think that what you say is the exact intent of the writer, but I think the writer screwed up by including the scene because the reasoning is weak given Hulk's mental capacity and control in the rest of the comic, and even the page prior.

As you wish. However it's been shown in the past with other forms of intelligent Hulk that if his tempers gets the better of him in battle that savage Hulk starts emerging unless he calms down or gets calmed down by someone else. The two exceptions to this would be Grey Hulk and the World Breaker Hulk.

And after the Surfer said "You broke the disk, I'm free, thank y--" he pummels the hell out of him.

I think it's a writing flaw. They wanted Hulk to be mad at him for the reasons Nericus stated above (hence the "You lousy punk, I thought you were different. But you're just like the rest of them" line at the start of the fight), but it doesn't make any sense. It would make sense for Savage Hulk-- all he'd know is that the Surfer was attacking him. But this Hulk knows what the disks do, to the point that he directly targeted it.
Sorry. I'm going from the film version, where there's no dialogue before the breaking of the disk and Beta Ray just about manages to get out "You broke the disk" before he takes a large green fist to the face.
