Question about playing for free
When the game adds the free to play option later this year, you won't need to buy anything - you'll be able to download it free of charge.

Soon, you will be able to completely play for free: no buying the game, no subscription cost. You can just download it from Steam or the CoH site, and play. However, that hasn't gone live yet, and we don't know when it will (though an educated guess is late September).

Right now, you can play on a 14 day free trial. You can download it right from this site (see the "Free Trial" on the main site page.)
You can only play to level 14, but that is expected to change with F2P later. So your brother can spend a little time now playing, and if he likes it he'll have the game downloaded and ready to go when F2P hits. We are 90% sure that all current Free Trials will be reactivated as F2P accounts. (And if not, well 14 levels isn't really a lot to lose.) F2P when it arrives will allow all levels up to 50.
Note that the current free trial allows 12 slots per server, and the coming F2P option only allows 2 period (not per server). So don't expect to be able to use more than 2 of your toons is you go the 100% free route. More slots will cost some amount of money (probably the current price: $10 for 5 slots).
