Ice/Traps corr
For PvP, I hear Ice Blast doesn't fair very well. Bitter Ice Blast (the t3) is worse than the t1/2 blasts iirc. I don't really know what Traps is like in PvP, sorry.
For PvE I think it will be a good combo, with a good mix of debuffs, AoE and ST damage. I've rolled one myself but haven't really got around to playing it.
A few notes on your build:
1) I'd only use 5 Posi's in Ice Storm, maybe save a slot or out a Recharge IO instead of the Dam/Range.
2) Your resist shield is underslotted if you plan to PvE imo. And you'd want the 3rd Steadfast for the Health bonus if you plan to PvP.
3) The last 2 bonuses in Basilisk's Gaze are poor IMO. Put the Lockdown proc in Poison Trap and maybe another Recharge.
4) Use Doctored Wounds for Aid Self, they yeild better enhancement values.
5) Take out the Chance for Build up in BiB, and I'm not sure how slotting Deci's in Acid Mortar works.
6) If you decide to just PvE, then aiming for the SL cap with the Scorp Shield and FFG is very easy.
For reference, here's my PvE Ice/Traps build that I have planned... I went for SL Cap without FFG since I do Speed TFs a lot and it gets quite slow/is a pain to resummon. (With FFG I am capped to Energy def too). It's not the best build out there for sure, but I hope it helps you. Oh and I think I slotted Calptrops that way for when Reactive was broken :P.

Acid Mortar is a debuff power with minor damage. Don't slot it for damage; you want recharge in it and perhaps some procs, like the Achilles -res.

Traps it is just too much a stationary build to offer you any assistance for PvP.
As far as build advice. Traps is Traps is Traps.
Traps is the same build regardless of AT minus a few changes. So go down a few threads and look at the build in the DP Traps thread. Copy it out and swap out your powers to compare the numbers. You can also do a search for Traps in any forum that can use traps and find many defense cap threads related to Traps. Again swap in your powers with the proper IOs to obtain defense cap.
Over all you will see that many of the builds and IOs are pretty much the same all over.

why is bitter ice blast poor for pvp? the damage is high. I compared it to blaze and shout. It does more damage.

First off, the T3 blast in Ice is not "broken." On the surface it looks to be slightly out of whack with respect to recharge times (roughly +20%) and endurance costs (roughly 25-30%) vs other T3 attacks.
However, you have to add in that it does slightly more damage than any other T3 attack except Blaze and has two secondary effects (-spd/rech and -tohit). While you can argue whether the -tohit added effect and the relatively small damage boost is worth the added recharge and endurance, you can hardly call it "broken."
As for the combo, I have a Traps/Ice defender and it is incredibly potent, both solo and on teams. When I play him I run at +3/8 and have a blast. If you can reach the softcap on a Corrupter then it should be of similar effectiveness.

I would echo other recommendations to get scorp shield and soft cap S/L def even when you have no ffg. Then ffg is just a bonus for difficult incarnate content or whatever--or for when the damage type does not have a S/L component.
High def is very important for a trapster because you want to toe-bomb trip mines.
And yes, don't slot acid mortar for damage.
