Elec/SD - Need a hand with my first serious IO'ed farmer
I'm impressed. It is rare for someone who is asking for help to post such a good build.
Phalanx Fighting should not be enhanced. The power gives 3.75% unenhanceable defense with no allies nearby. The defense gained with allies near is enhanceable, but it is bad to rely on that to soft-cap, especially if you plan to farm solo. A Kismet to-hit is best there.
Be sure to turn off the proc in Thunder Strike as it can cause misleading recharge numbers.
Enhancing Maneuvers might allow you to convert some defense set bonuses to recharge. The more often you can use Lightning Rod and Shield Charge, the better.
Consider fitting a 5th LOTG global recharge in the build. Grant Cover will be fine at .16 end/s instead of .11 end/s. Or, you may end up putting it in Maneuvers if you enhance it more.

Your build would depend on what you're fighting, if you're solo or teamed and if it's AE or standard mission.
From the look of your build, I would:
-Drop 1 slot from Weave (You are above the 9% +acc cap)
-Drop 2 slots from Super Jump (Will still have 45% softcap def and -KB IO not needed)
-Drop 1 slot from Char (Will still have 45% softcap def)
With the 4 extra slots, improve S/L resistance and endurance. Make sure you pick up the 4 main accolades and get a T3 or T4 Alpha.
I have a toon similar to yours and can solo +4/x8/Y/N AE S/L farms pretty easily.
Thanks for the quick responses. Ya I found a really good guide for Elec/Shield builds and made a few switches with slotting levels and such so I can't really take all the credit for it lol.
Do you think that build there is viable for me to level up with going from 32 onwards, or should I be doing something else and gradually switching over to it? First time really seriously IO'ing out a toon so I'm not sure how well it'll work as I'm leveling vs already near the endgame. Also, think I could do it for under a billion?

I think the build you posted is about 2 billion influence. The miscellaneous LotG's, Numi +reg/rec, Miracle +rec and Obliteration acc/dam/rec/end (x2) will be close to 1 billion already.
Start placing low bids now and hopefully you'll get them when you're ready.

Does the FF proc actually work in thunderstrike? I assume it works for the initial target, but I didn't think it worked with the AoE portion, and if that's the case, it's definitely not worth the slot.

Hmm, would it make more sense then to respec at 32 into a cheaper IO build and use that to level up. Then while leveling up with the cheaper build, start collecting more influence and placing bids as I can for the IO's in my more expensive build. And then in probably the low 40's start switching things over to the other build? If I were to do that, here's a cheaper (I hope lol..) build that I'm proposing to use. Any thoughts?

I am not sure about the level 32 respec. The budget build looks great when it's at level 50, fully slotted/IO'd but at level 32 (Minus 6 powers and half the slots), it might not work out as well then when it was 50. Maybe use your Secondary Build for that instead.
I find it difficult to make influence playing normal missions. I often do Task Force while leveling, eventually trade the reward merits for Hero Merits then exchange them for the expensive IO's. I gain some levels and get the Task Force Commander accolade in the process.
I made some changes to get you more recharge, but I did this with the assumption that you were looking strictly for a farm build.
If you also want this build for general play, just steal some of the slotting ideas I wouldn't go with this build as is for that.

That's an awesome budget build. Steadfast 3% def will be about 25mil, a couple of the Mako, Touch of Death, Red Fortune and Impervium Armor recipes might be a couple million each. Other recipes are dirt cheap. I think you can make that build for 150mil. The most expensive part will be those damn salvages.

I don't even use IO builds until 47 because I like to slot level 50 IOs. You can get by on SOs or generic IOs until then because Shield Defense is fairly easy to reach 32.5% defenses while leveling. Just use a small inspiration when you need it to soft-cap.
So basically I should wait till at least my 40's to respec into one of these builds? What should I do until then? Just slot regular IO's so I don't have to keep buying enhancements and start placing bids for the IO's that are in my build? And that way when I get to 40ish I'll have them all ready to go kinda deal? Sorry for all the questions lol, this is all completely new for me.
