How do you get 41%?

Defender Thermal shields should be 20% base right? (Controller/Corruptor/MM shields are 15%.) Enhanced that's only ~31%.

While I doubt that's what he had in mind, it is possible if you take Barrier and Cardiac.

Eh, was probably just over excited and forgot that +Res Enhancements are schedule B
