Like I said earlier, Atlas Park is like Captain Kirk, Spock, and Dr. McCoy whereas Galaxy City is Ensign John. Guess who's expendable?
The devs realized it was a mistake to make 2 starting zones, which is why CoV and GR only had one - I21 is just bringing the blue side into line with their newer approach to low level content.

IIRC, Golden Girl, CoH initially only had Atlas Park as the starting zone, but due to the amount of traffic (during beta or just after launch...can't really remember which) they added Galaxy City in for those that wanted to start in a less crowded area. So, while not a mistake, it wasn't as necessary as they believed at the time.

destruction of Galaxy City, and also simply remove Atlas Park from the game entirely.
Statesman: "The devastation in Galaxy City is heartbreaking, but we can - we will! - rebuild. Right after we take care of Dark Astoria. Atlas Park, on the other hand, is just... gone. That entire section of the city... vaporized. There's not even any debris. Just a big hole in the ground."
Manticore: "Future site of the Atlas Park Reservoir!"
Captain Outhouse: "Galaxy City? Is that near where Atlas Park used to be?"
