There's the /MaxInactiveFPS slash command in game if that helps.
Try starting up the launcher, right clicking on CoH and selecting properties. Then put the same command into the "Extra Command Line Parameters" box.
No guarantee, but that would be my guess.

I checked it and it was at 0. Set it to 2. Exited and re-entered and it's 0 again.
Argh. I'll have to find a way to do it through the launcher when I get the chance, then.
