Not brand new, but it is newer. I've seen it a few times lately when I forget that it is server maintenance day. =)

That's been around for quite some time - since I started playing at least.
After the patch is applied, they start the servers back up and lock all the players out, only allowing employee accounts on so that they can do a stability test. During that time, anyone who's NOT an employee gets that message, until they unlock the servers for everyone.
