I like chill mastery. Frozen armor, hoarfrost and hibernate? Heck yeah.
No one pays attention to me, cause I listen to the voices in my head.
I really can't help ya here, I just got temp Invul so I can get close to capping my s/l resistance. *Shrugs*
Why are you concerned about survivability with /storm?
I say add to the craziness with heat mastery

I'm personally a fan of Mace Mastery for Scorpion Shield and Power Boost, plus sometimes the other powers depending on what I'm doing with my build. It's certainly not the only good option, though.
It all depends on the build for me. Right now, I've been playing a Necro/Traps, and Soul has been great for using Oppressive Gloom while jumping groups and setting up traps makes for fun times.
I do like _Klaw_'s suggestion of Heat, and adding Fireball to all the craziness a Storm can provide.

1) The OPs stated goal of survivability and this set has great tools for increasing surviability - a s/l Def Shield, +HP/heal and the ultimate "time-out": Hibernate
2) I found Storm to be very taxing, endurance-wise. I never made a proper IO set build for my Demon/Storm, but there was never a time leveling up when endurance wasn't difficult, even a crisis. I'm sure good bonuses help, but Storm is simply endurance intensive. Hibernate can be used an endurance panic button too, it recharges quickly enough that you can use it whenever the blue bar bottoms out.
If endurance is no concern, then throwing a fireball into mobs after summoning Freezing Rain would be very satisfying indeed.
Global = Hedgefund (or some derivation thereof)
I find my MMs taking either Mace for S/L shield and web and power boost or Mu for aoe immb and good resistance shields.
None of my MMs have tried epic yet.
My lvl 50 Necro/Pain takes Soul mastery for the stun aoe.
What's left is to normalize all Assassin Strikes and improve Stalker's old sets (Claw, MA and EM)! You don't need to bring back the missing PbAoE attack. You just need to make the existing ones better! For example, make Slice a WIDER and LONGER cone.
I went mace on my merc/storm... but the immob is probably more useful on a 100% ranged set. Still, you can get pretty close to capping S/L/E without too much work with scorp shield + mist + cj/hover. I think I sit at about 39.5 s/l & 32.5 energy. You can cap if you really want to, but this was just more of a side perk for me.

I'm trying to decide upon an APP/PPP for my Thugs/Storm MM and I'm having some trouble picking one.
Survivability is probably my highest concern but I'm considering other effects as well.
