Except that they won't have access to anything buy local and team channels. I mean, I guess they could spam local under the atlas statue, so /signed for seeing Rularuu try to fit under there to blast them offline.

A bit of clarification about point #1, Free and Premium players can use the /help channel. That will be open to everyone. One of the things that's great about the City of Heroes community is the willingness of our players to assist others; we want all players to have access to that.

On being flagged as RMT you get forced offline and your character becomes flagged as a valid target and left in game for 5 minutes doing /BatSmashReact. We can stand in Atlas trying to earn PvP IO drops by killing RMTers.

But I like the OP's idea of having them get visually modsmacked in front of an audience. I think it'd stand a good chance of scaring some would-be griefers and trolls into good behavior.

That sounds like people would make free accounts for fake spamming just for the chance to log in their REAL accounts and get free PVP IOs.

Perhaps send in an AV class Willy Wheeler or Hero class Fusionette? Or an AV class Rikti Monkey who will then collapse in front of the spammer and fwoof him to death.

Instead of PvP IOs, just limit the drops to a tier3 Insp. What's more inspiring than kicking the crap out of an RMTer?
Teams are the number one killer of soloists.

I suggested Rularuu the Ravaber simply because
1. he's the biggest AV in the game, so his appearance wouldn't be missed
and
2. They wouldn't have to create something from scratch to do it.

The pvp idea sounds fun, and I'd recommend badges for it if I didn't feel that it would be almost as rare as a Bug Hunter badge, and just as annoying to badge hunters.

May I politely suggest a nice fun way to deal with RMTers that get caught spamming on soon to be free accounts?

(or one of the other GM's)
open a portal next to the offending RMT jerk
and GODSMACK them with a Banhammer.
NCSoft has done something similar on another game they own that sounds like Killed Stores.
