Mace Power Pool question

Does the Mace power pool aoe immobilize, web envelope, have -kb?
I've read that the Mu aoe immobilize, electric fences, does; and that the Leviathan aoe immobilize, shark something, doesn't?

According to City of Data, it applies Immobilize, -Recharge, -Runspeed, -Flyspeed, -Fly, Jump resistance, and -Jump. No other effects.

Electric Fences is the only one of the patron AoE immobilizes with -KB. Unfortunately, it also has a smaller area than some of the others.

Cascade, level 50 Blaster (NRG/NRG since before it was cool)
Mechmeister, level 50 Bots / Traps MM
FAR too many non-50 alts to name
