You really can't go wrong with any Scrapper Secondary with regards to Dual Blades. The only real concern is click powers in the middle Dual Blade combos. With the exception of maybe Dark Regeneration from Dark Armor, I believe if you use your click powers immediately after a Dual Blades attack, you should pull it off with plenty of time for your next Dual Blades attack. 1000 Cuts is the biggest concern because the 'timer' begins with the attacks animation, Dark Regeneration will cause you to "time out" the combo when used after 1000 Cuts.
Another thing to consider is Dual Blades offers very little in the form of mitigation, so you are relying almost entirely on your secondary.
DB/WP, DB/INV, and DB/SR are the easiest because the secondaries are pretty much just turn on and forget. (Yes Invulnerability and Will Power have click powers but they are not used frequently mid-combat)
DB/DA, DB/Elec, and DB/Fire all add more AoE damage via damage auras and have only one click power to time mid combat.
DB/Regen is the only combo I would advise against, but my opinion on the set is biased as I generally do not like Regeneration as a secondary.

I guess you could call Resurgence a "click power" but if you're faceplanted anyhow...well. That's not "mid-combat."

Knockdown is a pretty handy form of mitigation, and if (at lower, non-hastened and super-recharged) levels you're just alternating between Attack Vitals and Sweep, that's AT LEAST three knockdowns for every six attacks! (Okay, that's assuming that you don't miss, and assuming that the villains don't have some sort of knockback protection, but against a lot of villains, my DB character can do a pretty nice job of keeping the boss in a particular group either knocked down or getting back up -- which keeps him from attacking me very much!)

Willpower really IS "turn on and forget": High Pain Tolerance, Fast Healing, Quick Recovery are "always on". Mind Over Body, Indomitable Will, Rise to the Challenge, Heightened Senses are toggles. I don't think it's uncommon to use tier 9s midcombat, though if you can't wait until a combo has ended to pop your tier 9 then you didn't plan very well TBH (not that I haven't been there).
I had assumed you meant DP and PB and just accidentally called SR WP.

Contrast those to Dark Regeneration, Healing Flames, or to a lesser degree, Energize.
Regeneration is obviously the worst culprit, granted all it's click powers are quick animating.
Help me out here folks. This will be my first scrapper that I'm really going to dedicate some time to. I've never gotten into one before but I suddenly have the urge and concept. I'm just looking for some tips on which secondaries go well with DB/
