Overall it is very similar to the build I recommend in my Illusion/Radiation guide, but with a few small differences.

Radiation Infection should be slotted for ToHit Debuff over Defense Debuff. So use the Dark Watcher set rather than the ones you have. If you can afford (or get) them, even better is 3 Enzyme Hami-Os (ToHitDebuff/DefenseDebuff/EndRdx). Move a one slot here from Enervating Field. EF should only have 2 EndRdx, as the third EndRdx only saves you .07 End -- virtually none.

Lingering Rad is perma with a single Accuracy, so you can move those two slots. I suggest moving them to AM to finish out 6-slotting the Efficacy Adapter set.

SERIOUSLY consider changing Fallout to Fireball. Fallout is very, very situational -- it can only be used when a teammate dies in the middle of a crowd of foes -- and you live long enough to set it off. Fireball is something I use constantly. It is one of my main damage powers and recharges in only a few seconds. You will get far, far more use out of Fireball.

Consider replacing GI with Consume. Ill/Rad is very hungry especially if you are running defense toggles.

With the Recovery in this build, that really isn't necessary. The only toggles running are SI, Fire Armor and CJ. CJ uses almost no endurance.

Consume has a long recharge and has limited use. If endurance becomes a problem, turn off SI and use GI instead. It uses a fraction of the endurance.

Okay Superboot, you have valuable advice here but I am curious of what are your goals that you will like to roll with your ill/rad? Is it a team-player, a solo-ist, or a combonation of things becuase the build has room to really improve for either but not quite both. For me I can see where I will find experiencing difficult situations for not having other abilities like Super Speed. Is Mutation and Fallout necessary? It may be if you are a team-supporter but I am just saying there are other options you haven't took, RotP is another goodie but if played right (Solo) it is not needed.

Is there any actual benefit to putting the Soulbound Allegiance Build-Up proc in Phantom Army? I had assumed that since they were an unbuffable pet, it wouldn't affect them.

EDIT: Nevermind. Further research on my part reveals that yes, Phantom Army does indeed benefit from the Soulbound proc. I plead ignorance based on the fact that I didn't get my first illusion troller to 50 until last week.

Phantom Army gets buffs from enhancements slotted in the power. Slot Accuracy and Damage, and they are more accurate and do more damage. The Chance for Build Up is slotted in the power, so it affects the PA guys. (The icons show up in the Pet Window whenever the Build Up is in effect, which is quite often.)
