As for stat caps, it varies between archetypes, who also have different base stats as well. Resistance is highest for Tankers, healing and buffing is highest for Defenders, etc. They're all listed in the CoHTitan wiki--on the right of each AT, click "Limits (at 50)" to see the caps.
Main Hero: Chad Gulzow-Man (Victory) 50, 1396 Badges

The rule of 5 deals with stacking of IO set bonuses. You can have 5 of the same set bonus and they will all add to your stats however if you slot a 6th you will gain no bonus.
For example- Lets say you were building for recharge:
You slot 2 sets ( of 4) Call to arms - you would get +6.5% recharge x2
You slot 4 sets ( of 5) decimations- you would get +6.5% recharge x3
You would not get that last 6.5% because you exceeded the limit of 5 set bonuses.
