Level's Resurgence
I'm a fan of Smashing/Lethal defense on Regen characters.
Largely because of defense debuffs. The vast majority of defense debuffs in the game are found in attacks that deal lethal damage, so if you have good lethal defense you can avoid having your defense debuffed away the second you walk into a fight. It will still happen, because Regen has no debuff resistance of any kind, but it won't happen in the first couple seconds. Basically, any enemy that attcks you with a sword or a machine gun will be debuffing your defense, and there are a LOT of enemies that use those weapons.
I make heavy use of Kinetic Combat sets to build up my S/L defense, and my main Claws/Regen is sitting at 32.5% to S/L attacks (a single small purple away from softcap)

On a Regen, you generally want recharge, recharge, defense, and more recharge. In this case you have very little recharge, and not that much defense even if it's what you were focused on. It's nearly impossible to soft cap a Regen Scrapper, and doesn't appear to be worth the trade off in any case. What IS possible is to pick up Shadow Meld and cycle it and Moment of Glory to have on-demand soft-capped defense most of the time. And sticking with the general recommendation for a Regen, high recharge is what makes that possible.
Not that you want to spend all your time cycling high activation time powers, so you want a lot to back that up, and having higher smashing/lethal defense is probably a good plan. I agree with shooting for 32.5% smashing/lethal to be one purple away from the soft cap. It doesn't soft cap against all enemies, but certainly against a lot of them.
Doctored Wounds is probably your go-to set for Reconstruction and Dull Pain, and is probably usually five-slotted. With any sort of decent recharge bonuses, you should have perma Dull Pain, which isn't to say you hit it every time it's up, as that wastes the heal, but it is always either up and buffing you or available. At that point, we tend to not worry much about hit point bonuses, because they'll often just take you over the hit point cap and literally do you no good. They're nice while Dull Pain is down, as they give you a little more time to click on it, but not great, so we usually focus on other things.
And in case you weren't aware, you can only have five of any particular named set bonus. In your build, for instance, one of your 1.5% hit point bonuses doesn't count. You can see this by viewing active sets, and it'll highlight it in red. But you may know this, and just were after something else, as my builds sometimes have one or two over the cap bonuses.

So recharge is the way to go. Is that simply accomplished with recharge enchancements on my click heals?
Regen isn't the secondary everyone lusts after these days, but just because you can't or shouldn't soft cap a set doesn't mean it sucks. Soft capping is great, but it's not the only way to stay alive. I feel kind of bad about this, because I've been a soft-cap evangelist for years, but now I think the message has been taken too far.
Recharge is handled in several primary ways:
- high recharge in your important click powers
- Hasten
- lots of recharge set bonuses
- Spiritual Core Paragon in your Alpha slot (which also boosts all healing and regeneration powers)

Here's my planned km/regen build. 33% s/l defense and 133.75% recharge (hasten included). Only concern I've ever had with the build is attack accuracy when dealing with higher level foes.

Oh, something else you may have not realized - you don't need knockback protection IOs. Integration comes with all the knockback protection and resistance you will ever need.

In answer to your question, Level:
You can get more recharge out of set bonuses. Like the ones you were using to get more defense? There are a bunch of sets with recharge in them, in fact you used a couple. Obliteration has a 5% recharge set bonus in it.
Now, the way recharge set bonuses work is: If you have a 5% recharge bonus, that makes ALL your powers recharge 5% faster, not just the power the set is in.
You only need 55% global recharge, ED capped recharge in Dull Pain, and 3 slotted Hasten in order to achieve perma-Dull Pain. If you use 5 Doctored Wounds in your click heals (Reconstruction, Dull Pain, and Instant Healing) you are 15% closer. Obliteration will get you to 20%. Now, there is an IO called Luck of the Gambler: 7.5% Recharge, those will go in any defense power you may have (Like Combat Jumping, Weave, Moment of Glory, Maneuvers, and Shadow Meld if you take it) 5 of those will get you 37.5% recharge, which adds to the 20% you already got from other bonuses. Voila, you have achieved Perma-Dull Pain.
(Note: The Luck of the Gambler IOs are some of the most expensive non-purple, non-PvP IOs in the game. You will probably be better off getting them with merits unless you have a lot of high dollar Hami-Os to sell. If you have any, level 51, 52, or 53 Hami-Os, they will rake in a nice chunk of money, as they are impossible to get now)
Now, once you get to Perma-Dull Pain, you don't really NEED more recharge, per se. More is always nice to have, but yuo don't have to keep adding more recharge bonuses once you get to that point.
I would focus on defense after you hit 55% or more global recharge. Kinetic Combat will give you 3.75% S/L defense for slotting 4 of them. But....the actual enhancement of the power isn't that great. If you have any Nucleolus Hami-Os, you might want to hang on to a few of them to round out the enhancement of your attacks.
Also worth picking up is the Steadfast Protectiom Resistance/Defense IO. It adds 3% to all your defenses, and goes in any resistance power (Regen players frequently put it in Resilience)

Based on your location, and my hope that you are a UM fan, I decided to comment. If you have been gone a while, you may find it beneficial to start a new character. /WP feels like what /regen once did in the way it plays.
Also, if you buy the ninja pack you may feel ok dropping super speed. With sprint/swift/NR you can get up to about 69mph with various IO bonuses added in. It also has better vertical movement than SS.
If you are not a UM fan, you are welcome to disregard all I have said.

On a slightly different note: what do you guys & gals think of Blaze Mastery vs. Darkness Mastery? Initially I was all giddy for Blaze, but now I'm thinking that Darkness (much like the rock band) rocks! |
Blaze gets Fireball, which can be fired from 70 feet away, or right in their face, and have the same affect either way.

I was working on placing IO sets based on the info/advice given above and I'm running into a problem with exceeding "the 5 bonus cap" and I don't understand it. It's telling me that the 5% recharge time from Red Fortune (Weave), Obliteration (Dragon's Tail), and Regenerative Tissue (Instant Healing) are not being counted. That's a whopping 15% I was counting on.
Can someone shed some light on this for me?

When you say set bonus, and in my case I'm talking about recharge, is it the same AMOUNT of the bonus (5% for example) or ALL BONUSES of the same type (5%, 1.5%, ect.)?

[edit] I don't think I was very clear. So if I have seven 5% bonuses, do only the first 5 count = 25%, or is it all of the same type of bonus regardless of its percentage? Example: 3 at 5%, 2 at 2%, and 2 at 1.5%. It would only take the first 5 completed sets (5% + 5% + 5% + 2% + 2% = 19%). [/edit]

If you don't want to delve into purples yet, you can have a decent mix of defense and recharge. Just take a look at what I did with the km/regen build i posted earlier in the thread and use it as a base for your build.
Or try this one I threw together. I don't think the accuracy of the attacks is high enough for +4 enemies, but you could remedy that with the Nerve alpha.

He most definitely means purple invention sets. Many of them have a fifth slot bonus of 10% recharge, the largest single recharge bonus you can get. Most of the purple sets that a MA/Regen could conceivably use also have the bonus of costing about two billion inf all told for five pieces if you shop carefully, hence some posters' reluctance to recommend decking your builds out with em.
One thing I don't think has been mentioned yet that you may not have noticed is that martial arts got a major revamp recently. The only difference is that crane kick has a 60% chance to knock back, and cobra strike has a 75% chance for a mag three stun. Well, the animations are different too. Depending on whether you always loved sending nogoodniks flying with your furious feet or whether it always drove you crazy how erratic crane kick's kb was, you might consider swapping the two.

Mids has a function called set bonus finder that you may find useful. Click Windows->Set Bonus Finder. Then click the set set bonus you are looking for -in this case, Def(Smash,Lethal) and Enhancement(RechargeTime).

Rule of 5 refers to named set bonuses. The 'name' appears as, for example, moderate increased recharge bonus, or huge smashing/lethal/melee def bonus, etc. Some few sets will have a different name for a global bonus even though it has the same value as another set. Luck of the Gambler 7.5% and 4 pieces of basilisk's gaze have the same bonus in terms of value, but are named differently in game.

This is my first toon Level. He's been in Paragon for many many years, and after a respite he needs some polishing. Level is a martial artist/regen scrapper who is 50.
Thanks to some of your help I've discovered Mids' Hero Designer and I now know a little about soft-capping, which explains why Level was getting hit all the time.
Here is my first attempt at respecing him back to respectability. I'm going for a couple things in general: 1) the use of IO sets, and 2) much improved defense. I will happily take any and all critiques on how to rebuild this guy. That being said, I will keep fly & super speed because that's how he likes to roam.
