The greatest improvement to Ice Control ever.
Because Flash Freeze is one of the most useless power in the game... and devs you know it needs some love;
Switch the mez effect of flash freeze and glacier. Flash freeze now is a ranged aoe hold with a damage component. Glacier is now a pbaoe sleep with no damage component. There are numerous benefits to this in my opinion. The Aoe hold can be obtained at an earlier level, the sleep won't be interrupted by a damage component or interface procs, ice would have a hard control to open a fight with, the sleep would actually be useful solo or on small teams or to control a stray mob... etc. It's a very easy change everything else about those powers can remain the same. Just my opinion. Win. |

Stick a Domination effect into Arctic Air (20% chance of a second confuse or so) and maybe a 12.5% -Damage into Ice Patch (so it does something even when nullified by teammates and is more in line with Quake which does -ToHit).
Unfortunately this smashes the Cottage Rule to bits and means people who have taken either and slotted them are now forced to respec in order to move their now-dysfunctional enhancements in one or both of these.

A lower cooldown and no delay in sleep would be great. Kind of a bummer the reactive interface proc disrupts the sleep too.
Screw the cottage rule.
Anyway Flash Freeze is fine. Yeah it isn't that useful in comparison to the rest of Ice Control but not every power needs to be gold. We already have Arctic Air and Ice Patch, two very nice powers. If anything, Flash Freeze should do zero damage but also have very heavy -end effect on it just for funzies.
Hell I dunno. I'm pretty content on where Ice Control is at the moment.

Ice Control's biggest problem (IMO) is the lack of AoE hard controls available. Yes, Ice Slick is very awesome when you first got it. You can cast it out of sight and let others take alpha but if you are alone or on a small team, you may get under attack a lot. You may have to cast it and then quickly jump back.
All that is against the use of Arctic Air. Ice Control may require you to "stay away" from the crowd and yet its "gem power" is an pbaoe.
I think an easy buff is to allow Domination affect the "confuse" portion of AA. That way even bosses can be confused and it lasts longer. This buff doesn't violate cottage rule at all and I don't think it's going to be overpowered considering you still need to run into the crowd.
PS: I actually rarely use Shiver and aoe immb.
What's left is to normalize all Assassin Strikes and improve Stalker's old sets (Claw, MA and EM)! You don't need to bring back the missing PbAoE attack. You just need to make the existing ones better! For example, make Slice a WIDER and LONGER cone.

Frostbite is ranged and drops fliers, but negates ice slick's knockdown.
Flash freeze is range, but is negated by Ice slick's knockdown and draws aggro because it does damage first before the sleep.
AA is melee, but its effects are moot when the targets are falling (ice slick) or sleeping (flash freeze). Also, confused targets rarely get off many attacks as they're also slowed to a crawl.
Glacier is melee, but it's on a really long timer and it negates the knockdown of slick and the advantages of staying at range using frostbite, ice slick, shiver, BoI, chilblain.
Shiver is ranged, but is redundant to the other slows.
Jack has a glass jaw but loves to run into melee with his sword and freezing touch.
Chliblain and BoI both negate the knockdown of Slick and the sleep of flash freeze.
A couple buffs you could slip in that would help would be to remove the -kb from the AoE immobilize frostbite. Also, a fear component could be added to shiver (maybe too good) or a -fly at the least so the mobs fall into slick.

My best experience with Ice Control is with Psionic Assault when Shockwave was still in god-mode. I just ran in with AA and Shockwave. The amount of control was decent but still lacks hard controls when I needed it.
I find Flash Freeze a pretty poor power. It just costs a lot of endurance and it takes a long time to cast and it does little damage so you can't stack sleep.

One thing I've always thought is that "doesn't your butt hurt if you keep slipping down like that?"
They might as well add more damage to Ice Control set. Add some damage in Ice Slick and give Flash Freeze high aoe damage. I think if you can put somebody in an ice cube like that, it must hurt like hell after the ice cube breaks.
Speaking about ice control, I've played Champions and I love the ice set. It "sounds" very "icy" and I love how the ice cubes do damage AFTER they break. So you hold somebody and then you shatter the ice to deal even more damage. To me, that's a very good concept.
Is it possible to add damage like that in CoX? You put somebody to sleep and if the sleep effect is gone, the target(s) suffers damage?
