High lvl mobs in mish when I did not ask for it???

Hi, I was going to solo this mission: http://goo.gl/QYzsv

Now, can anyone please tell me WHY is it that if I have my difficulty set on 0, that I enter a mish to find a minion mob 3 lvls above me? It was a minion, too. Again I was soloing. Please advise? Thanks.

Most often when that sort of thing happens, the mission has a specific enemy that is scripted to spawn in a certain area (usually to provide dialogue). The scripted enemy will have a specific level range, but the mission will be available outside that range. When this happens, the enemy will spawn as close as possible to the actual level of the mission, but will usually end up a few levels too high or low.

A classic example is that in the Citadel TF, there are 2 or 3 Council Soldiers that are a type that spawn grey. Most people don't even notice them, because they collapse the instant any AoE is thrown, or a melee character with a damage aura runs in.

Well, when I set my diff to -1, it worked normally.

This is roughly how it can work, I've seen this a few times:

The mob type exists at level 29 and level 36 but not in between, you are level 33.

36 is the closest level to you at +0 so it spawns at 36.

You set to -1, it looks for a level 32 version, fails to find one, 29 is closer to 32 than 36 so it spawns in a 29.

There are also some nemesis lieuts that are slightly broken in that a standard spawn can be a single +2 when you're set to +0/0.
