Are we talking level locked at 25 or level 50 that is going to run some mission or set of missions at level 25 with powers through level 30 and the potential for purple/pvp sets to be in use?

SS without Foot Stomp or epic AoEs has nothing but Rage. Rage isn't used much if you cap damage with rages. Claws is a pretty clear winner.
Yeah, if you are going to be at 25 claws is better.
