No, they don't provide any other bonus than a +1 badge count. As far as isolator and jailbird, you can get them by doing the ouroborus intro arc for both sides. Currently there is no way to get the Avid Reader badge outside of the Praetorian Tutorial.

I'm curious, I see people in CiT have the Avid Reader badge and as far as I know they are Primal characters....how does that happen?

I have in the past always grabbed the isolator and jailbird badges. I didn't know about the Avid Reader badge in the Praetoria tutorial so I didn't get that. My character is now lvl 20 and I would rather not start again.
Are these badges necessary later? (Is it called an accolade when you collect a whole bunch and then get some buff?) Are these badges just on their own for show?
