its been unlocked on US servers for awhile now, some poeple had trouble getting it cause it sometimes required relogging to get, it doesnt make any kind of noticeable award message either, best way is to check badges for "the constant" badge
It was active on the EU servers before I logged off for the night at around 10:30pm UK time.

Badging character: Bimble on the Union server, Badgehunter.com and City Info Tracker.
Just yesterday while in the tailor, I noticed a few of the Vanguard costume pieces, so yes... it's unlocked.
Erm...is it unlocked on US servers yet.
Because it sure as hell ain't arrived on EU servers.
Just curious.
