Ice/Rad
My Ice/Rad is low level, but I have an Ice/Storm and a bunch of */Rads at 50. What is your playstyle and build? Ice can be built as a ranged controller using Shiver or a melee controller using Arctic Air. Now-a-days, you can easily take both but focus more on one playstyle or the other.
Many Ice/Rads focus on melee, using Arctic Air and Choking Cloud together. The best use of Choking Cloud is to have an initial first-strike mitigation power and then combined with another PB AoE aura. Ice, Fire and Electric Controls all have this ability. On my Ice/Storm, I usually let the tank go in, then use Ice Slick in the area of the group of foes, then run in with AA on to control foes while the team takes them down. Ice/Rad is even better for this strategy -- which means that you will be in melee most of the time.
One key question is, "How often do you get mezzed?" Mez powers will turn off AA and CC. On my Fire/Rads and my Elec/Rad, I have the Psi APP's Indomidible Will to substantially limit the times I get mezzed. Psi Tornado, Mind over Body and Mind Blast are all decent, but the main reason to take the Psi APP is if you need mez protection.
If mez is not a big problem and you play in melee, then Earth APP is a good choice . . . if you can stand the ugly armor. Fissure is a great, short-range AoE and Seismic Smash is a great melee single target attack that adds a hold -- Smash+Block of Ice will hold a boss and do some decent damage. The heal is nice, too.
If Mez isn't problem and you stay at range, then Ice and Fire are both good options. Ice has a S/L defense-based shield if you want to build for that. Ice has Hibernate, a great panic-button power that lets you take time-out to heal AND recover endurance -- Hibernate has saved my tail many times. And it has a great single target blast and two AoE attacks, and Cold attacks are rarely resisted. On the other hand, Fire does slightly more damage with Fire Blast and Fireball. The shield is resistance-based. Rise of the Phoenix is the ONLY self-rez power available to Controllers. Consume is OK, but has too long a recharge -- I generally don't take it and just use Blue Insps.
Primal's Power Boost is great for Mind Controllers, but Ice Control has fewer powers that can benefit from it. The rest of the Primal set is OK . . . Conserve Power is nice to have.
I don't have personal experience with all of the PPP sets, so I can't help you there.
In terms of a build: On the Ice side, it really depends on how you want to play. Block of Ice, Ice Slick, Glacier and Jack Frost are needed for any build. Arctic Air is needed for melee, and Shiver is needed for a ranged build -- but taking both is a great option. Chilblain can provide some single target damage if you ever want to solo -- not much, but it is something. The AoE Immob, Frostbite, is optional -- it conflicts with Ice Slick, but can be useful to keep foes in your AoE of Choking Cloud+Arctic Air. Frostbite also has -Knockback, which is useful if you have teammates with lots of knockback. Flashfreeze is a ranged Sleep -- most often skipped, but can be handy solo or on smaller teams to control as long as nobody wants to use AoE damage attacks.
On Rad, everything is pretty essential other than Mutation, Fallout and Choking Cloud for a ranged build. Choking Cloud is very, very good for a melee build, and that's the way I would go. Mutation is nice to have if you have room. Fallout is a very, very situational power, but quite effective when that situation happens . . . you have a teammate die surrounded by foes and you can get near without dying yourself.

Okay, yes many good points, seeing its rare to have a controller in melee, I would go with that, so my heals are more helpful and I would take the earth epic for a bit more bang for your buck w/ the heal the seismic smash and fissure are both good attacks to have with you so the 4 earth epics would be a nice add on for sure. block of ice the multi hold AA ice slick glacier and jack frost would be best ice powers I could think of. Other epics maybe like ice for the Hib and things like that if im in melee distance of baddies and stuff, I am no pro in builds lol, thats why I turn to people on here who are longer term vets than I am (only 18 months) I do have a few pvp toons which I was able to make but they are nothing compared to what is in RV and things.

Here is the build for my 50 Ice/Rad. He's recently been edged out for the most part by my Ice/Fire Dominator, but he's still insanely survivable in normal content. Cardiacs and Ageless Destiny help the character out a lot.

I don't play my Ice/Rad anymore. When I did I actually went with the Ice App to pursue S/L DEF. I just posted a quick build to get you in the ballpark. You can run without the two RES toggles for better end recovery. With perma-AM and Cardiac I doubt you will have serious problems.

The one I posted uses Cardiac and Ageless. However it is very very very very safe in normal content. Not a fast killer, but faster than you might initially think. +2x8 Rikti spawns are cake, albiet cake you take your time to eat.
How about some build ideas, looking over the controller forum, people say its a weak powerset, that maybe true but it is sure fun, ice is a good hold, and rad is helpful for team players =D. As of now I was thinking maybe Earth or Mace for the epic, Earth with the heal and stone armor and mace with the spider summoning which just seems cool to me =D.
Throw some build ideas at me, looking to softcap would be nice also, but im not to familair with cap'n and controllers for that matter.
