Can't start COH outside of safe mode since I19

Anyone know what this error means? Since I 19 I can't start the game outside of safe mode without getting this error message.

File: texture_library/GUI/Icons/Powers/IceBlast_Buildup.texture
Last Author/Status:Perforce.cpp failed to connect to Perforce.

GETTEX running or Bad Texture


Also, is there anyway to start in Safe Mode using if you have the updated installer?

Not sure what the error means, but you can enable Safe Mode by right-clicking on "City Of Heroes" in the launcher, clicking "Properties", and then clicking "Launch in Safe Mode".

This might be a little too obvious but have you tried Verifying all files or running the consistency check from the NCSoft Launcher? Or maybe the new -verify command line for the new launcher?
