Getting the name you want

Well I was thinking, is there any way I could contact the person who is using the character name I am pining over.

I have no clue how to go by this, or even if it is possible, but if they are still active I am willing try and barter with them for the name if they are not using it a lot. Can anyone help me out?

Cross your fingers and hope that person hasn't been inactive for years.

Although the problem there is that most people have their email set up to only get mail from friends. Could send it in a tell once you have the global name as well. However I would not get my hopes up. For many of my toons, no amount of inf would make me change their name.

I would be really, really happy if they redid the naming system like CO, so that I can always have the name I want (outside trademarks, of course).

Sending a global tell will probably be more successful than sending an (in game) e-mail. A lot of people use their mail for storage and the red "mail" won't register to them as "scroll down and read that actual mail someone sent".
