Suggestion for New Content Releases
You obviously think the devs don't care about the players. You make it sound like they sit and laugh at us sitting on mounds of our money while the servers are down and no one can play.
Overall, I view the devs doing their best to minimize downtime to affect the least amount of players. It happens with new issues. Players will get impacted. Soon enough the glitches will get fixed and you can play all you want at the times best for you.
Not all bugs can be found on the Test Server, because the live servers and test are slightly different. Also, more people will be using them on the live servers, putting more stress on the system, which can cause more issues to be identified.
Want more bugs to be found? Have more players test out issues before release.

Downtime - unless it's a sudden "That server's about to explode! Red alert!" maintenance - is scheduled to affect the least amount of players. Note the phrase "least amount," not "zero." Somebody gets impacted. The Australian contingent complained for a while because it hit them pretty regularly for a while (and I think it still does.)
And yes, I work afternoon/evenings, so my playtime gets hit by this as well. Down until 9-10-11-12? Well, that's usually my free time (or "try to stay awake at 1-2 AM.")
Also, adding to Aett's comment - when it hits live, more people are playing, which means more people to do unexpected things that require dev attention and patches.
Your choice, basically, is to let things be broken (and complain about crashes/bugs/etc) between weekly maintenances, or get smaller patches and maintenance a bit more often just after release. And this isn't new to I20.
I think it would be a good idea that content is tested more thoroughly before being put on live servers.
My playtime might be during Non-Peak hours when these daily Down-Times are...but that's my down time.
A section of your player base plays early in the morning. (Hello, East Coasters getting the kids off to school and sling some CoH before errands and whatnots).
Since the release of i20 it has been a daily occurrence of "Unscheduled" maintenence. There have been no compensations for these goofs (I'm not counting Halloween in April) and it's leaving a very bitter taste in a player's mouth to be paying to play a game that is not available during most of my playtimes.
Maybe if I DVR the game I can play it when it's more convenient to me.
Sigh.
