Cardiac Alpha and Damage Res Debuffs

Just a quickie question to double-check myself: Does the Cardiac Alpha slot increase the effects of damage resistance debuff powers?

I don't know if it does or not..

However, if it does, then the boost would be fairly miniscule (since the Res Debuff apparently caps off at about 10%)

Pretty much all damage resistance debuff powers in the game are unenhanceable, and Cardiac Alpha only lists Damage Resistance, not 'Damage Resistance Debuff' anyways.

We've been saving Paragon City for eight and a half years. It's time to do it one more time.
