issue 20 or Windows 7 bug?

If its a gaming mouse like a razer or logitech and you didn't install the manufacturer drivers then it might not work in full screen programs like coh. It could also for some odd reason not be bound to the camera ingame.
Friends don't let friends buy an ncsoft controlled project.
its not a gaming mouse, its a regular microsoft wireless 5 button mouse and the CoH is a fresh install.

A friend of mine who I know is running Windows 7 is reporting the same problem. He can still zoom in or out but has to scroll all the way, and just like you it works normally in the other situations you described.
Are actual drivers installed for the mouse, not just the generic ones? I know windows 7/vista handels drivers alot differently than xp did. I know for some games I had to actually install the drivers to get the full functionality back on my mouse. Also when you say upgrade did you do it as upgrade or full clean install?

I did it as an upgrade from xp and my mouse just worked so didnt have to look for drivers or anything

Couldn't persuade Microsoft's Intellimouse drivers (I think it was around v5 at the time) to allow the scrollwheel to work so just reverted to the default microsoft mouse driver in Windows and everything worked.

how do you default to windows drivers in win 7? I updated to the latest drivers and it didnt affect anything

My mouse scroll works fine in Win7
Mind you my mouse doesn't have any fancy extra buttons.
yeah its the microsoft mouse as someones said, had the same issue so i downloaded a small prog called "x-mouse button control"
works fine now
